[Ipopt] IPOPT 3.9.1 and PARDISO 4.1 on Win32/Win64 and OSX64

Hello,

We recently released a new version of PARDISO 4.1 and compiled this  
version with IPOPT 3.9.1.

The precompiled libraries and AMPL executables (Win32, Win64, and  
MACOSX64) are available at

http://www.pardiso-project.org/index.php?p=manual

and they include multithreading solvers and optimized BLAS from Intel's MKL.
