[Ipopt] Building on windows and with CMake

I have modified the wiki to give some details on how I got all the pieces  
to build/link. See http://econtoolkit.com/wiki/COINORNotes and the attached  
file. Sorry that I didn't have time to go into more detail or decouple the  
example build script from my own build system, but hopefully these will put  
you on the right track.
