[Ipopt] some elementary questions

I could not understand the details of your letter but why don't you
use the native Win32 version of AMPL with the binary version of Ipopt?
In that way you could avoid all the pain of compiling it for yourself.

If you insist on (but please do not) using cygwin you should get the
Linux version first not the ampl.exe. It seems to me that the
configure script is missing or you typed that command in a wrong
directory.

Example mod files are included in the Win32 version of the AMPL distribution.
