[Ipopt] IpSymMatrix.cpp

Hi,

Sorry, I had removed the file, but didn't update the MSVC project file.  I 
just comitted a (hand-edited) project file to trunk.  If you update, the 
project file should not longer try to compile IpSymMatrix.cpp.
