[Ipopt] Cannot download newest version of Ipopt

Yes, it's a problem and we'll fix it.

However, accessing the source through http://www.coin-or.org/Tarballs is 
deprecated and will eventually be completely disabled..

Please try to access the ipopt tarball downloads via 
http://www.coin-or.org/download/source/Ipopt and you will not have any 
problems.
