[Coin-ipopt] How to use ISCALE 5 in old Fortran version

Hi Danh,

Ipopt should automatically scale the derivatives internally.  In other 
words, you write the evaluation code (also for the derivatives) as if no 
scaling is done, and if you want to have Ipopt look at a scaled problem, 
you only need to specify the factors in SCALE.DAT.
