[Coin-ipopt] How to use ISCALE 5 in old Fortran version

Hi Andreas,

If I use option iscale=5, I have to submit SCALE.DAT.  But I do not know if 
Ipopt scales automatiaclly the derivatives and hessian of constraints.  
Could you exaplain me how to do.
