[Coin-ipopt] Java example

Hi Kirk,

It would be great to include the Java interface.  (I could not include
your Java interface last time because you included code (printing
functions?) of which you were not the owner/author.)

Since COIN-OR became a non-profit organization at the end of last year, a
few rules are in the process of changing.  One of them is the contribution
policy, and we will actually have discussions this week trying to adopt
the final procedure.

In the end, I think that a contributor will have to send us a statement
that certifies that all code has been written and is owned by the
contributor, or that otherwise permissions have been obtained at the
appropriate places (such as other authors, employer) to contribute the
code to the open source project.

As soon as those policies have been adopted, I will send a message to the
mailing list with pointers.
