[Coin-ipopt] Java example

Hello All,

I have a Java_example similar to the C_example and
Fortran_example for IPOPT. I have cleaned it up to
remove dependencies on a formatting library which
may have violated the CPL. It has been tested under
Cygwin (-mno-cygwin) and Linux. It includes all the
dll building code etc.

Is any interested in the code? I would like to see
it as part of the distribution.

Please let me know how to make the submission.
