[FlopCpp] [contribution] m4 macro checking that flopc++ is installed

Hi,

Attached is a (short) m4 macro that checks if coin flopc++ is
correctly installed and makes the configure process fail in the case
it is not. It provides a switch, --with-coin-flopcpp such that if the
user did not install flopc++ in a standard directory, he can specify
its installation location, issuing a ./configure
--with-coin-flopcpp=/installation/path. Details included as comments
at the beginning of the file.
