[CppAD] ipopt interface

If you look at the heading 09-22 in
     http://www.coin-or.org/CppAD/Doc/whats_new_10.xml#09-22
you will see that cppad_ipopt_nlp has been promoted from and example to 
being part of the CppAD API.
