[Coin-discuss] parameter parser

For starters, I just mean a parser utility - so that an application writer can just grab this - rather than writing their own. I think boost/program_options provides this.

I don't think you need a grammar - although that would be nice - to sync all projects.

I'm pretty sure the answer to the original question is No.  To have that, we'd need a grammar for parameters, and I don't believe there's one of those yet either.

There were concerns when we first talked about using Boost libs, but some important things have changed since then, and it's probably time to revisit the question.
