Putting the following near the top of .../MATCH/Makefile did the trick.
COMPILE_IN_CG=TRUE
COMPILE_IN_CP=TRUE
COMPILE_IN_LP=TRUE
COMPILE_IN_TM=TRUE

It should have been much easier to discover.
