[Coin-discuss] CoinLpIO declaration inconsistencies

Folks,

	The routines writeLp, setNumberAcross, setEpsilon, and setDecimals have
inconsistencies between the declarations in CoinLpIO.cpp and CoinLpIO.hpp.  The
inconsistency is presence/absence of const qualifiers. This confuses the linker
in a Sun Workshop environment.

	I can easily fix this, with preference to add const qualifiers as
needed.  Thought I'd do a quick check to see if anyone prefers removal of the
const qualifiers.
