[Coin-announce] Coin Branch and Cut

In order to avoid any confusion with GAMS code SBB and because I can no 
longer really claim that the Sbb code was a Simple Branch and Bound,  I 
have renamed it as Cbc (Coin Branch and Cut).  At present the two codes 
are identical apart from every occurrence of sbb being replaced by cbc. 
The Sbb directory and project will remain for as long as anyone wants but 
will not be changed after this Sunday.

To mark the occasion I have gone from version 0.60 to 0.70!

Obviously if you still use Sbb no changes are needed.  If you change over 
to Cbc you will need to do a global edit on your files to change sbb to 
cbc.  I apologize for any inconvenience and I would be interested to hear 
from anyone who finds that the global edit changes something else by 
mistake.  Can anyone think of an English word which has sbb in it?
