[Clp] warmstart in Clp

It should be ClpSimplex::setColumnStatus and ClpSimplex::setRowStatus.
A look at OsiClpSolverInterface::setBasis(const CoinWarmStartBasis&
basis, ClpSimplex* model) may help to understand how to use it.
