[Coin-lpsolver] QP in CLP, follow up

My problems with the testQP code have been resolved. It was due to a weird
setting in some option file in my installation of VS, causing problems with
dynamic casting or something.

The initial problems in the MATLAB interface to the QP solver have also been
resolved. (The (rare) problems went away when we gave the indicies to the
non-zero elements in the lower triangle of the quadratic matrix, instead of
the upper triangular.)
