[Cbc] build error in Cgl

Thanks for the feedback, it's weird that it failed on ubuntu:focal, will
have to look into that. Where were you suggesting that the Dependencies be
surfaced? In the README, the dependencies are referenced in Step 2 here:
https://github.com/coin-or/Cbc#without-coinbrew-expert-users.
