[Cbc] Writing To Format Other Than MPS

Hi,

this option is specific to the GAMS/Cbc link.
If you ran Cbc through GAMS and set this option, but got MPS instead of 
GDX files, please send me something to reproduce this.
If you didn't run Cbc through GAMS, then the dumpsolutions option will 
not be available.
