[Cbc] Get windows binary for cbc 2.10.4

Thank you very much.

I did not find them because I had not clicked on "Files" tab in bintray.
With 2.10.3, the files appear in the "general" tab (
https://bintray.com/coin-or/download/Cbc/2.10.3)
<https://bintray.com/coin-or/download/Cbc/2.10.3>
It is not the case for 2.10.4.
