[Cbc] Latest available binary of CBC

For Windows, there is a binary for Cbc 2.8 included in version 1.8.0 of the
COIN-OR Optimization Suite here:

http://www.coin-or.org/download/binary/OptimizationSuite/

That will be updated to version 1.8.1 soon. You may also download recent
Cbc binaries from the AMPL Web site here:

http://ampl.com/products/solvers/open-source/
