[Cbc] Wrong result with preprocessing

Gleb,

Haroldo pointed me in the direction of integer variables with negative 
bounds as being a possible problem.  Have tracked it down.  I might be 
able to do better, but the simplest thing is to switch off a small piece 
of code when there are negative integers.

Done in stable and trunk.
