[Cbc] OnGlobal , Force&Global

Gomory cuts are normally generated as local cuts i.e. valid for 
descendants.  Normally very dense cuts are not generated.

Options (at least this is the intention)

off
    otherwise always do at root
on - on in tree (unless no cuts generated)
root - just at root
ifmove - on in tree if some cuts generated and cuts seem to be helpful
forceOn - always on in tree
onglobal - as on but relax cuts to be global cuts
forceandglobal - as forceOn but relax cuts to be global
forceLongOn - as forceOn but allow very dense cuts
long - as on but allow very dense cuts
