[Cbc] Multithreading support for Windows

Hi,

There are configure options --with-pthreadsw32-lib and 
--with-pthreadsw32-incdir that make it a bit easier.

I'm configuring with
--enable-cbc-parallel
--with-pthreadsw32-lib=<pthreadsw32dir>/pthreadVCE2.lib
--with-pthreadsw32-incdir=<pthreadsw32dir>

However, Cbc's multithreading doesn't seem to work much stable under 
windows for me.
