[Cbc] Fwd: CoinMP / CBC error

A) There is a bug.  Cbc used to get correct results for maximization but 
it looks as if something is broken in one or more of the heuristics.  I 
ran the standalone solver with -reverse (which actually changes 
objective) rather than -maximize and it got 1573886337.1.  So if you 
need to use CoinMP/Cbc then for the moment you could reformulate as a 
minimization problem.

B) The problem is not very well scaled - running it different ways I can 
get solutions that say they are better than cplex, some that are worse 
(different in 6th digit).
