[Cbc] CBC Installer for Windows

Hi Stefan,

Yes, I would like to put this documentation in the Wiki, so that others
could improve/correct my mistakes :)

The current version is here:
http://www.decom.ufop.br/haroldo/files/cbcCommandLine.pdf

However, I think that I do not have writing permissions in the wiki.

If others find this work useful I would be glad to start editing a wiki page
to put it online.
