[Cbc] AMPL executable for Windows XP using VS v9.0

Hi,
I do not know much about the VS build, but modifying CbcConfig.h by
adding "#define CBC_HAS_ASL 1" somewhere after
#else /* HAVE_CONFIG_H */
should be the first step.
There should also be a recent precompiled cbc.exe binary for windows
including AMPL support under
http://www.coin-or.org/download/binary/CoinAll/CoinAll-1.4.0-win32-msvc9.zip
