[Cbc] cbc failure

Calling CbcMain1 it fails at L611 of CbcHeuristicFPump.cpp here:
 double perPass = totalNumberIterations/(totalNumberPasses+numberPasses);

because division by 0.

It would take some work to repeat in an independent test - since it happens
deep in my code. But, you might want to check for division by 0 here.
