[BuildTools] Starting development of new 1.0 version for BuildTools

Hi all,

Lou, Kipp and others have made a number of good observations, and I would 
like to start the development of a new version (1.0) for the BuildTools 
stuff.

I created a new branch (BuildTools/branches/pre-1.0) where I will commit 
the changes.  At this point, I'm drawing it into a local copy of 
Bonmin/branches/devel and try to see how the changes work with that, but I 
guess we should just create a new CoinAll project (or something like this) 
for us, where we test the new coin.m4 files etc.

I created a wiki page and started to write down what I think we should try 
to include.  It is very short at the moment, but I hope we can get a 
discussion started that way.  Feel free to add comments, items,...
