[Bonmin] Couenne now an independent COIN-OR package

Dear Bonmin users and developers,

as you probably know, a new solver for MINLPs, Couenne, has just been  
announced on COIN-OR. Until now, Couenne was part of the Bonmin code  
as an experimental branch.

Those of you who are currently using that version of the Couenne code  
may want to download and try the Couenne package -- for now the code  
is the same as in the Bonmin experimental branch. Instructions are  
found at

https://projects.coin-or.org/Couenne

The development, maintenance, and bug fixing of Couenne within  
Bonmin/branches/Couenne will eventually stop, and will only continue  
on the Couenne package proper. If you have any questions, please don't  
hesitate contacting me.
