 The other way around, you seem to have Lapack sources, but not Blas
 sources. That would not work, I think.

 Also the config.log from the Ipopt subdirectory may tell why windows.h is
 recognized as not working. The ThirdParty's do not check for windows.h.

 Does it work with --disable-linear-solver-loader ?
