#79: problem with configure for ipopt using cygwin

 I get
 configure:error: cannot find BLAS
 configure:error: /bin/sh '../../Ipopt/configure' failed for Ipopt

 as the last lines of output when I follow the instructions here:
 https://projects.coin-or.org/BuildTools/wiki/user-configure

 I downloaded the .zip file for version 3.4.

 I attached two config.log files. The first showed up in the build folder,
 while the second showed up in the Ipopt folder within build. I only tried
 to configure once.
