[Dip] exception in dippy cflp example

[Hugh Medal]

When I run cflp/facility_location.py (on Mac OS X in eclipse with homebrew
python) I get the following exception:

COIN Exception [ No branch set found in prob.chooseBranchSet() ] at
src/dippy/DippyDecompAlgo.cpp:L51 in DippyDecompAlgo::chooseBranchSet
