[Dip] Dual Solution Update Frequency

Hi,

Is the variable m_dualSolution in DecompAlgo updated every time the relaxed
problem is solved at a node?

Also in the comments where m_dualSolution is declared, it says that that
variable is for "cpx" which I presume means CPLEX but when it is updated in
the solutionUpdate method, it doesn't seem like it is being conditioned on
one using CPLEX as the LP solver.
