[BuildTools] Setting CXXFLAG or CPPFLAG in Makefile.am

Hi,

I made some progress, but I still have trouble with the make step in hooking CSDP to OS. I need to set the environment variable NOSHORTS in such a way that the compiler command in OS/src/OSSolverInterfaces finds it. I thought this was simply a matter of setting

CXXFLAGS += -DNOSHORTS

in OS/src/OSSolverInterfaces/Makefile.am but this does not work. Where do I set it?
