[BuildTools] Revised trunk/coin.m4 with --enable-doscompile

I don't have all the projects checked out, so I was thinking of a script
that would check out each project into a temporary directory and built
it, but I guess it wouldn't be hard to wrap this script in a loop that
also does the checkout.
