[Testtools] metslib and MOCHA added to projectConfig

Hi,

I added these two new projects to the NBprojectConfig and
NBuserParametersDefault, so it should be easy to add them to your
nightly builds, if you like.
For metslib you need to have autotools installed, and the latest stable
probably does not work yet. make install is disabled since it goes into
/usr/local... (like for CppAD, ADOL-C, MOCHA).
For MOCHA there is no test, and the current trunk does not configure,
but the latest stable should work.
