[Testtools] ThirdPartyAllowed

Gents,

	ThirdPartyAllowed is used as a global variable. The convention for 
global variables seems to be all caps, so that this should be named something 
like THIRD_PARTY_ALLOWED. If I make this change, everyone's local 
NBuserParameters.py file will break, because it defines this variable.
	
	Do you guys have a mechanism for making a change like this? Is advance 
warning sufficient? Or do we just live with it?
