[Testtools] CoinAll tests

Hi,

I modified NBprojectConfig.py so that for CoinAll it runs also the
SYMPHONY, Clp, Cbc, and Osi tests that are not invoked by a default by
make test (e.g., because they need to know where to find netlib or
miplib). For CppAD, one still need to build it separately, because
CoinAll does not build CppAD.
The reason for this is that I just wanna limit my windows builds to
CoinAll and CppAD, because building there is so slow.
