[Symphony] Symphony and AMPL in a Dockerfile

Sorry for the long-winded reply when there is a simple fix that I
overlooked. You need to option "--with-gmpl" to the configure command.
Sorry that the documentation doesn't mention this. I will add it. I also
submitted a pull request on Github to fix this.
