[Symphony] PULP/PYOMO Integration with SYMPHONY

[Ted Ralphs]

Such integration should be relatively easy to achieve I would think,
since PuLP is already integrated with a number of other solvers
through the Open Solver Interface. I'm cc'ing PuLP's project manager,
Stuart Mitchell, to see what he has to say.
