[Coin-symphony] Trying to configure under cygwin failure

I cannot seem to build a hello world program either. And I am unsure as to
why.

I may have to try the IDE to build.
Symphony is being used in linux with --with-application.
Can it be setup in the IDE to work properly as a dll ?
