[Coin-symphony] Compiling Symphony 4.0.0 on debian Linux

It sounds like you are going to try to convert to SYMPHONY 5.1.0, but
just in case you still want to get SYMPHONY 4.0 working...the problem is
that the SYMPHONY-4.0.0 tarball at www.coin.or.org/download/source is an
automatically generated archive that does not really seem to correspond
to the actual release. If you want to get old releases of SYMPHONY, you
should instead go to

www.branchandcut.org/SYMPHONY/Download

I believe if you get the archive for 4.0b, it should work fine.
