[Coin-symphony] Fix the variables

Hi Ted,

Thank you for your reply.  You understood correctly.  It is a column
generation heuristic for an IP.  We want to try this approach first
and see if we can get away with it as implementing branch-and-price is
rather involved and time consuming.

Your suggestions help a lot.  We tried dumping the MPS file from
SYMPHONY and reading it back to CLP to solve it.  We did get what we
want, i.e., IP solution and dual prices.  We haven't yet tried
modifying CLP code.  If we need to go that far and if we get stuck, we
will be sure to ask for your advice again!
