[Coin-symphony] Getting Row Prices

Because SYMPHONY is not an LP solver, it does not provide such dual 
information (in general, it's not possible for MILPs). See the

If you are solving an LP, you should use an LP solver (like CLP), which 
should give you the information you are seeking.
