Comment:

 The command is just {{{make}}}. The part that follow after is just the
 output of the command, which happened to be an error message beginning
 {{{In file included...}}}. There was a carriage return character left out.
 The instructions for building the code in CYGWIN are [http://www.coin-
 or.org/SYMPHONY/man-5.5/node19.html here]. You should pay particular
 attention to the part about building with GMPL, as it's different than
 what is indicated on the ticket you referenced.
