[Coin-SMI] Coin-Smi -- Stable version 0.8

Hi stochastic programmers...

The new stable version of Coin-Smi is 0.8.
The primary changes are to the MS Visual Studio projects.
-- now they contain an exampleSmi project.

Also, Coin-Smi 0.8 contains an important fix to SmiCoinCombineAdd::Process
().
