[RBFOpt] hyperopt-like API

I think optionally supporting a hyperopt-like API in rbfopt will help users in conveniently swapping their hyperopt-compatible code for rbfopt. It could help rbfopt get some more exposure.
As an aside, some comparisons of the two would also be useful.
