[Project-managers] Trac upgrade

We are planning to upgrade our Trac installation from version 0.12 to
version 1.0.  Among the new features are major user interface
improvements, better support for git, improved ticket management,
improved syntax highlighting, and more.

It is possible that when we upgrade, some plugins will be rendered
temporarily problematic.  Nevertheless, it is our feeling that we would
be better off with the improved infrastructure even at the cost of some
minor and temporary loss of plugin features.  But before we take the
plunge, we wanted to give you all the opportunity to weigh in.  So...

If there is no objection, we plan to push the upgrade on Monday, August
12.  If there is a plugin that your project relies on, let me know what
it is and how critical it is to your project's function.  If you have
other comments or objections to making the move, let me know that also.
After the upgrade, if you run into any problems, contact me.
