[Project-managers] Updated wiki for Windows Visual Studio builds

Folks,

	Some of you will recall that COIN used to have a separate project for
Visual Studio solutions, at https://projects.coin-or.org/MSVisualStudio.  In the
summer of 2007 the project was disbanded and Visual Studio solution files were
distributed to individual projects.  Recently, as part of a larger effort to
update BuildTools, I've been updating the VS solution files for CoinUtils, Osi,
Clp, DyLP, Vol, Cgl, and Cbc.  After some chatter with other BuildToolees, we've
decided to revive the MSVisualStudio wiki as the one-stop-shop for information
about Visual Studio and COIN.

	If your project provides Visual Studio solution files, please take a
moment to check the MSVisualStudio wiki and add information about your project.
Just a pointer to your own project's wiki will do fine if the information is
already there.  (Right at the top, you'll see a link `A fair number of COIN-OR
projects ...'  Follow that, and add your project in the section `Projects with
Visual Studio Solutions'. If your approach is seriously different from the
classic and split configurations described in the wiki, start a new list for
`other build conventions'.
